Place is fun to visit. One can have classy photos there as it gives a good perspective of the full city. Many expats from Brazil , Argentina are also visible there as it's a main tourist attraction. Once in a month or so the paint on the letters will be changed which always gives letters anew look and us a reason to visit again. It have some benches where one can sit and enjoy the cool breeze and exciting music that the waves carry. At evening many localites( Uruguay Nationals) comes there and play some music in their cars or speakers and enjoy the view. But while going there at night, be careful of your belongings as if you are an expat then homeless people can target you and ask for money. As an expat I prefer to go there in a group of friends at late night time.

You'll be lucky to have your photo taken on your own here (you'll probably have 30 other people in your photo). This should be a good photo opportunity but just far to many people around. There is a bus/coach next to the sign so most people only stop for 5 minutes.
