Howrah Municipal Corporation or HMC is responsible for the civic infrastructure and governing body of the city of Howrah. This civic administrative body administers an area of 140 km2. HMC is headed by Rathin Chakrabarti is the present Mayor of Howrah. It was originally established in 1862 as Howrah Municipality to administer the 'twin city' of Calcutta.
Howrah Municipality was established in 1862. From 1896, it started supplying filter water across the city. During 1882-83, Bally Municipality was formed separating it out from Howrah. As per the Howrah Municipal Corporation Act of 1980, Howrah became a municipal corporation, in 1984.In July 2015 Howrah Municipal Corporation and Bally Municipality were merged
The corporation area is divided into fifty wards, each of which elects a councillor. The Mayor-in-council, which is led by Mayor and supported by Commissioner and officers, is responsible for administration of the corporation area. Currently,the trinamool congress is controlling the municipal board.
The HMC is responsible for administering and providing basic infrastructure to the city.   • Municipal services are far better than before. Municipality was established in 1858, but became a municipal corporation in 1980. It is the 2nd oldest municipal corporation in West Bengal. In july 2015 HMC and Bally Municipality were merged. The corporation area is divided into 66 wards, each ward elects a councillor and each borrow elects a chairman. Currently TMC is controlling the HMC and Mr. Rathin Chakraborty is the Mayor.

The area of Howrah Municipal Corporation is 51.74 Sq. Km and population density is 20817 persons per Sq. Km. Howrah Municipality was established in 1862. Water supply to the citizen of Howrah city was started in1896. Howrah became a Municipal Corporation in 1984. There are 50 wards in the corporation area. There are 7 Borough offices for smooth function. Howrah city is the second largest town in West Bengal. As per historical documents the age of Howrah city is more than 500 years old. It is an interesting to note that the age of Kolkata city is about 300 years old. Howrah was made into a separate district from Hooghly in 1843. Howrah Railway Station was established in 1854. Most of the jute mills were established on the western bank of the Hooghly river. At present three is no Mayor. Municipal election will be held on soon. There are health, education, assessment, engineering, public works, accounts, city water supply, purchase, personnel, Sarat Sadan, law, market, license, collection and project & development departments. Availability of citizen services of HMC are helpline, birth & death registration, annual vacation, property tax, business enlistment fees, on line mutation, grievance/ complaint. Though here there are open drains, poor drainage system, mosquito, narrow lanes yet now Howrah city is far better than few years ago. At the present time Howrah Municipal Corporation is working very good.
