St Nikolai Memorial, once the tallest building in the world, easily attracted the attention of Allied bombers in 1943--and it still lies in partial ruins. A small museum (with English information) about the horrors of the war features images of the building before and immediately after the bombing. Museum admission includes an elevator ride to the top tower, where a viewing gallery overlooks the city. St Nikolai Memorial Reviews
There was no scaffolding when we were there. It really is a poignant place to reflect on the effects of war. We did not take the lift to the viewing platform as it was a dull day. more »

Have taken the elevator up to 70 meters and have enjoyed the view of Hamburg. Admission costs 5 euros for adults. The view is magnificent.
Visit this place it has great historical significance for all Europeans. Make sure to visit both the high bell tower and the crypt museum. The entrance ticket is shared between the two and is reasonably priced. Bonus view from the top if you catch a sunny day.
I don't regret paying for the lift, though with the construction scaffolding and dreary weather we didn't see very much while up in the tower. There are a few plaques and pictures. You can still get an idea of the original construction, with the ornate details and gargoyles. I'd recommend saving for a sunnier, brighter time if you can.
